The Amazon Web Services Professional Services (ProServe) team is seeking a highly skilled and versatile Change & Release Manager to join our team and lead the delivery of complex cloud solution projects. In this role you will stand up the Change & Release Management function to govern and manage changes during the migration phase into R&O steady state.
You will govern and manage all change and release activities across the AWS-hosted HMRC DCE estate during the Run & Operate phase, ensuring controlled service transitions, minimal disruption to live environments, and alignment with HMRC’s ITIL-based change governance framework. The role acts as the primary AWS interface into HMRC’s Change Advisory Board (CAB) process and ensures releases to production are risk-assessed, approved, and executed to enterprise standards.

The AWS Professional Services organization is a global team of experts that help customers realize their desired business outcomes when using the AWS Cloud. We work together with customer teams and the AWS Partner Network (APN) to execute enterprise cloud computing initiatives. Our team provides assistance through a collection of offerings which help customers achieve specific outcomes related to enterprise cloud adoption. We also deliver focused guidance through our global specialty practices, which cover a variety of solutions, technologies, and industries.

Key job responsibilities
The role is structured around six core pillars:

1. Process Governance
•Own and continuously improve the Change and Release Management processes, ensuring alignment with organisational objectives, governance requirements, and industry best practice.
•Govern the end-to-end lifecycle of technology changes and releases, including assessment, planning, approval, deployment, validation, and closure.
•Classify changes (Standard, Normal, Emergency) in line with HMRC’s change taxonomy and ensure appropriate approval gates are followed.
•Govern ITSM processes using ITIL 4 best practices, with specific focus on release deployment and change evaluation.

2. Service Transition
•Manage early life support, ensuring new and changed IT services are operationally ready to be safely introduced into live service.
•Ensure changes and releases are appropriately documented, tested, approved, communicated, and supported by implementation, rollback, and release readiness plans.
•Ensure all releases pass through agreed stage gates (Dev → Test → Pre-Prod → Prod) with appropriate evidence and sign-off at each transition.
•Manage early life support (ELS) periods for newly deployed services, with defined criteria for transition to BAU.

3. Platform Management
•Coordinate technology platform upgrades to maintain an evergreen IT strategy across the AWS estate.
•Drive adoption of cloud-native release practices (infrastructure as code, blue/green deployments, canary releases) within HMRC’s governance guardrails.
•Work with AWS engineering teams to implement automated deployment pipelines (CI/CD) that satisfy HMRC’s assurance and audit requirements.
•Coordinate AWS platform upgrades (patching, version upgrades, service deprecations) with minimal disruption to live HMRC services.

4. Risk & Incidents
•Oversee incident, problem, change, and request management within a DevOps environment.
•Conduct change risk assessments for all non-standard changes, applying HMRC’s risk scoring methodology.
•Ensure rollback and remediation plans are documented, tested, and executable for every production change.
•Facilitate Post Implementation Reviews (PIRs), monitor compliance with Change and Release Management standards, and drive continuous improvement through reporting, analysis, and lessons learned.

5. Stakeholder & Supplier Engagement
•Chair and facilitate Change Advisory Board (CAB) meetings, ensuring risks, impacts, dependencies, and scheduling conflicts are appropriately reviewed and managed.
•Maintain the Forward Schedule of Change and Release Schedule, coordinating activities across internal teams, suppliers, and business stakeholders to ensure successful delivery outcomes.
•Collaborate with Technology, Security, Service Delivery, and business teams to improve service stability, delivery effectiveness, and compliance with audit and regulatory requirements.
•Coordinate with HMRC’s Service Integration and Management (SIAM) layer to ensure alignment across the multi-supplier ecosystem.

6. Compliance & Reporting
•Monitor compliance with Change and Release Management standards.
•Drive continuous improvement through analysis, reporting, and lessons learned.

Basic qualifications
- Experience in written and verbal communication skills to communicate with technical and non-technical audiences, including senior leadership
- Demonstrable experience in a Change and Release Management role within large-scale IT transformation, data centre migration, or cloud adoption programmes.
- Strong working knowledge of ITIL service management frameworks, particularly Change Enablement, Release Management, and Deployment Management.
- Experience governing change and release processes in an AWS or public cloud environment, with practical understanding of cloud-native deployment patterns and tooling.
- Proven ability to chair Change Advisory Board (CAB) meetings and manage complex change schedules across multiple delivery teams and suppliers.
- Experience operating within a prime contractor or managed service provider model, ideally within UK public sector or government programmes.
- Strong risk assessment skills, with the ability to evaluate change impact and apply proportionate governance controls.
- Experience with stage-gated release processes and the production of supporting evidence packs for assurance and audit purposes.
- Familiarity with CI/CD pipelines, infrastructure as code, and DevOps practices within a governed environment.

Preferred qualifications
- cloud certification like AWS Cloud Practitioner or AWS Solutions Architect - Associate
- ITIL v4 Foundation or higher certification.
- Familiarity with ServiceNow or equivalent ITSM tooling as used within HMRC.
- Experience with HMRC or other UK government department programmes.
- Knowledge of security and compliance requirements relevant to UK public sector (e.g., SC clearance environment).
- Experience with automated testing frameworks and release validation tooling.
